[Resend] wineprefixcreate intree use

Resend, as I didn't have any feedback:

With this patch, starting from new sources, I'm able to
./configure;make;./wine and get the usage screen, or ./configure;make;cd
programs/notepad;./notepad and get notepad coming up.

The new script in loader/ can be traded for some additional code either
in ntdll/server.c (where the call to wineprefixcreate originates), or in
wine_exec_wine_binary to detect running intree and look in tools.
I think the attached solution is simpler.

Changelog:
