Some CryptAcquireContext fixes

Changelog:
	- Fixes a problem with dwProvType values greater than 99 in
	  CRYPT_GetTypeKeyName
	- Fixes error reporting in the case of dwProvType == 0
	- Removes "todo_wine" from the corresponding unit test
