Move DllOverrides into the registry

This patch activates winecfg's libraries property sheet.

Modified winecfg's configuration key to point at the correct location in the 
registry for wine's configuration settings.  Added convert_dlloverrides() to 
migrate the ~/.wine/config DllOverrides settings to the registry upon client 
startup.  Added a DllOverrides section to wine.inf.
