[OLEAUT32] GetRecordInfoFromGuids - stub implementation

Visual Basic 6 calls GetRecordInfoFromGuids() at startup 
when previously installed on a native Windows 98 partition.
Since the function was unimplemented, VB6 was unable to start
at all with the builtin version of oleaut32.dll.

This patch (against the 20040505 tarball) provides a stub 
implementation to keep VB6 running. Seems that VB6 uses this
function to query the presence and correct installation of 
addons. With this patch, VB6 asks about deleting an invalid
addon instead of crashing.
