setupapi - sync with ReactOS 20041123

Hello,
I dont know how much of this will really be of use to Wine but maybe
one day it will come in handy if we supporting installing some hardware
devices. Having this in Winehq will at least make merging less of a
pain. If I understand correctly when you install a device under Windows
setupapi communcates via RPC with the uPnP manager. This patch
implements the first parts of that.
