shell32: _SHExpandEnvironmentStrings() should return input string if no % found to expand

ChangeLog: _SHExpandEnvironmentStrings should return
input string if no % found to expand, and should call
ExpandEnvironmentStringsW if it doesn't handle an
environment variable directly.  Based on a patch from
Dan Kegel.
