LUID LUID, oh whoa

This might be another for the who-cares department, but...

ChangeLog:
- implement LookupPrivilegeName
- correct LookupPrivilegeValue (had a buffer overrun and sometimes
returned incorrect LUIDs for well-known values)
- make AllocateLocallyUniqueId less obviously incorrect
- add a bunch of test cases
