winsock ipx (attempt 3)

Hi,

Quite some time ago I submitted a few patches to improves Wine ipx support. 
(Note that I mainly tested Westwood's RedAlert(4mp edition)/RedAlertII and 
Tiberian Sun) At that the time the patch wasn't that clean as for setting the 
so called ipx packet type it needed to make lots of wineserver calls. In the 
new version the packet type is changed on the ipx socket level. Further it 
contains some other small improvements like correct packet sizes and 
linkspeeds.
