Implementation of WSAStringToAddress(A/W), WSAHtonl, WSAHtons

Provides a simple implementation of the mentioned winsock functions
for IP V4 (IP V6 and other protocolls are still missing).

This makes the current versions of Opera (7.x) work with Wine.
