Fix part of icon extraction in winemenubuilder

winemenubuilder, in it's current state, will never extract icons unless
the config file has an entry (IconsDir) not in the default one.

Changelog:
Use a default value for IconsDir in winemenubuilder if not in config.
Create that dir in wineprefixcreate and in default config.
