[SHLWAPI] Implemented PathSearchAndQualify (take three)

This time I have modified PathSearchAndQuality to call PathSkipRoot instead
of duping the code.

ChangeLog:
 * Implement partially (there's still a FIXME) the PathSearchAndQualifyA and
W functions (with A->W call).
