msvcmaker - define _WIN32_WINNT and _WIN32_IE versions

We choke with a lot of missing stuff in the PSDK because we dont define
the versions of Windows and IE. I have not tested this under Linux yet
as msvcmaker still does not run with any Windows perl I have found. 

Changelog:
define _WIN32_WINNT and _WIN32_IE versions for MS_VC Build.
