Regedit: Binary Value Editor

Hi,

This patch adds a control to regedit that I call "HexEdit" that allows a
user to edit a binary value in a fairly friendly way. The control is not
complete yet, but it is usable so I want this to go into cvs and then
I'll work on it further (assuming I have the time). There are two
options in the control that cannot be changed by the user at the moment
- whether the focus is in the hexedit part (default) or the ASCII part;
and whether to overwrite or insert (default). At the moment a monospace
font is not used, but it should at some point in the future.

Changelog:
- Add neutral English resources.
- Add a control for editing binary data.
- Add a binary value editor dialog.
