WLDAP32: implement ldap_err2string (#2) (resend)

Is it OK like this? I have test here that shows it matches native
output, including the empty strings.

Following Dmitry's suggestion I've redone the error strings as a
stringtable. I modified Dmitry's example slightly to deal with the
complication that LoadString can't distinguish between a non-existing
resource and an empty string resource.
