DINPUT: Add force feedback definitions (FF #3)

The third in a series of patches to enable force feedback through
DirectInput on linux event devices.

Changelog:
Add some definitions necessary for force feedback to dinput.h

These are the flags and constants used to create, manipulate, and
query force feedback effects.
