commctrl: merge THEMING_SubclassProc into stubs [#2]

Merge subclass stubs and subclass proc. Having the stub set the window
proc to the subclass proc was not a good idea since that breaks
subclasses of themed standard controls (e.g. what Delphi does a lot).
