user: fix GetScrollBarInfo()

Fix wrong structure size check in GetScrollBarInfo().
GetScrollBarInfo() failed when SCROLL_GetScrollBarRect() returned FALSE
- however, this is the case if the scrollbar is horizontal, and not an
error indicator.
