secur32: Use a standard wine list for packages and providers

Hi,

This time the list isn't leaking memory.

This change gets rid of a couple calls to HeapReAlloc.  There was a
pointer to the function table inside memory being ReAlloc'ed so the
function table was being replaced with garbage and the app would crash
when calling a bogus function address.  Thanks to Marcus and Mike for
helping out with this.
