secur32: Third try to get dispatcher for ntlm auth to the list

A dispatcher for ntlm_auth. Fixed the handling of the input buffer and
made it use a dynamically growing buffer. Removed the PW handling bug
workaround, as ntlm_auth v4 is fixed now.
