USER32: result of ScrollBar functions review (5th try)

This patch prepares ScrollBar for introduce new SCROLL_GetScrollBarInfo for 
GetScrollBarInfo implementation.

It hasn't a regression during my visual testing in some account programs.

ChangeLog
  -- separate SCROLL_GetScrollBarInfo in to SCROLL_GetInternalInfo and 
SCROLL_NewInternalInfo functions
  --- add some descriptions
