[QUARTZ] Use Interlocked* functions in AddRef and Release (RESEND)

Hi,

this is a resend of my previous patches in one new one (and without the
extra tracing additions). I didn't change any of the formatting. It's
just a simple replacement where needed.

Not inlined because of size.

More DLL's will follow.
