USER32: Allow more System Metrics to be read from registry (resend)

Resending this, removing all items that are not related to accessing metrics 
from the registry as well as an accidental change in formatting.

Changelog:
*Obtain border size of windows from registry if available
*Obtain icon size from registry if available
*Create a WindowMetrics section in the default registry and populate it with 
all currently supported metrics (that are setup to read from the registry)
