wineloader: call wineprefixcreate with explicit WINEPREFIX

This allows you do "export WINEPREFIX=~/.wine-zzz; ./wine regedit",
and automatically generate ~/.wine-zzz. You used to have to call
wineprefixcreate yourself.

I added a fix from Tobias Burnus, regarding "" around $WINEPREFIX. I
should have never touched sh code.
