[WINMM] interlocked cleanup

Hello,

Is it OK to send a patch which has one type of fix for one dll, but
the files that are changed reside in separate subdirectories within
the dll?  If not I can resend this as separate patches.

Changelog
    * Use Interlocked* instead of ++/-- in AddRef/Release.
    * Use only stored result of Interlocked* in AddRef/Release.
    * Expand TRACEs to display the ref count.
