Resend: Add TZ_INFO entry for Australian Eastern Daylight Time on Debian

Debian uses "EST" for what should be "AEST" and for what should be "AEDT". I 
have assumed this problem exists elsewhere too.

ChangeLog:
 Add TZ_INFO entry to match (incorrect) Australian Eastern Daylight Time
 information given by some systems.
