Add programs/ntoskrnl

This patch adds programs/ntoskrnl, that will be used to load drivers 
that will be shared between all processes.
It also exports a few functions, some will be forwarded to ntdll.dll
Alexandre, this will basically be the services.exe you suggested, but 
Laurent and I see no reason for having two new
files when one can do just as well, hopefully this is ok for you.
