setupapi: enumerate serial ports

It's a bit of a hack, but it gets the motionbased agent sort of working.

ChangeLog: implement SetupDiGetClassDevsA/W, SetupDiEnumDeviceInterfaces,
SetupDiDestroyDeviceInfoList, and SetupDiGetDeviceInterfaceDetailA for
serial ports.
