USER32: SPI_{GET,SET}WORKAREA fixups

Some work on SPI_{GET,SET}WORKAREA. The value set here does not stick across 
reboots. Confirmed on Win 98 and XP. This allows us to get rid of a WINE 
specific registry entry and some cruft in both SPI calls (sscan, 
unicode->ansi, etc). New code passes our unit test (as did the previous 
implementation).

Changelog:

*SPI_GETWORKAREA: Read work area information from system metrics inially only 
and not from a WINE specific registry entry.
*SPI_SETWORKAREA: Don't save work area information to registry.
