[wined3d] vertex declarations

Hi,

This patch against wine-cvs adds support adds support
for vertex decalrations to wined3d and d3d9.

There are two patches attached, the nostateblock patch
can  be applied without wined3d-stateblocks-os-1.patch
being applied
the stateblock patch should be applied if the changes
in wined3d-stateblocks-os-1.patch have also been
applied.

This patch completes the set of patches that provide
basic functionality in wined3d.
