[wined3d] caps tidyup

Hi,

This patch moves the opengl calls from GetDeviceCaps
to fillGlCaps, and
replaces then with members of glCaps returned by
fillGlCaps.

It also replaces the use of GetFakeContext with
GetAdapterDisplay in some cases.


if applying this patch as well as
wined3d-stateblocks-os-1.patch then MAX_TEXTURES will
be redeclared in wined3d_private.h
