gcc 4.0 -Wpointer-sign fixes (Reg* functions)

Rather than doing per dll, it might be easier to review and do if I fix 
classes of errors.  Here's fix for warnings caused by not casting the 
RegQueryValyeEx arg 5 (the returned data) to LPBYTE.
