Make WS_SYSMENU windows managed

Hello,

This patch makes windows with the WS_SYSMENU flag managed. It addresses the 
problem wine has with borderless main windows. These windows now get keyboard 
focus and do not stay on top of all other windows. It fixes a few Steam bugs 
and a other simmilar ones.
