[HHCTRL #2] Add the WebBrowser implementation

Hey,

If you want to try this out, create a window and call WB_EmbedBrowser
with the hwnd of the new window.  You can then call WB_Navigate to go
to a url.  I couldn't get this to work in wine though even after
installing the Mozilla ActiveX control.  Once I get the issue of the
itss.h header solved I can send in the CHM implementation, and then
the help impl.  After that we'll have a great testbed for shdocvw.
