[ntdll/tests/info.c] Use current process in test if needed (update to Skip test if needed)

Hi,

every now and then one of the tests failed. Probably because a process
is no longer there.

This one use the current process if OpenProcess fails.

Changelog
  Use current process if assigned process cannot be opened.
