[version/info.c] New function plus made some funct. static (RESEND)

I don't know if there was something wrong with the patch, but this is
just a re-diff against current CVS

Hi,

I've created (moved code from VerQueryValueW) a new function
VersionInfo32_QueryValue and made VerQueryValueW call this. It's needed
as
VersionInfo32_QueryValue will be called later on (next patch) from both
VerQueryValueA and W.

Also made two functions static as they are only used in info.c
