DINPUT: Correctly enumerate force feedback joysticks (FF #2, try 2)

Try 2 of the second in a series of patches to enable force feedback 
through DirectInput on linux event devices.

Changelog:
Correctly enumerate evdev joysticks when enumeration is restricted
with DIEDFL_FORCEFEEDBACK.

This diff is against a copy of joystick_linuxinput.c that already has
FF #1, try 3 applied.
