WINSOCK: WS_bind should not fail for sa_family == 0

An application setting sa_family to 2 is indicating it wants to leave the 
choice of address family to the operating system (required by Age of 
Mythology)

ChangeLog
	Change WS_bind to accept an sa_family of 0 as "don't care".
