ntdll: Implement RtlAddAuditAccessAce

Hey,

This patch adds an ACE helper function add_access_ace that generically
adds an ACE (no matter what type) to an ACL.  In the next patch I'll
convert the other RtlAddAccess* functions to use add_access_ace.
