[ntdll/tests/query.c] New unit tests for NtQuery stuff

Hi,

I've created a new file as a starting point for NtQuery and related
tests that are not covered by info.c.

The tests for now cover the basics for NtOpenSymbolicLinkObject and
NtQuerySymbolicLinkObject.

My patch for om.c
http://www.winehq.org/hypermail/wine-patches/2005/06/att-0617/01-om_2.c.diff__charset_UTF-8
has to be applied to make the tests pass (or actually not fail) on wine.

Tests in query.c pass on W2K/NT/WinXP and W2K3
