[user/tests/sysparams.c] More correct *MOUSEHOVER* tests

Hi,

current checks for only GetLastError()==ERROR_INVALID_SPI_VALUE) are
bogus, at least on Win98 as the LastError is not set.

  LastError is not set on failure for *MOUSEHOVER* on Win98
