[dbghelp] adding support for minidumps

this patch enables first level of support of minidumps reading & writing.
Minidumps are the Win32 equivalents of core files, and allow to do postmortem 
debugging.
I've also hacked a modified winedbg version which also loading and working on 
minidump files, but it's not ready for prime time yet (quite a few bugs remaining).
