[bug2775] Missing ATL DllGetClassObject

[Ann and Jason Edmeades]

This bug reports a problem where agsedit dies with an exception reported by
the editor. Investigations shows it calls unimplemented function
DllGetClassObject, and adding a stub function for this gets things going a
*lot* further.
