Implemention of ATLRegistrar

Hi.
Here is an implementation of ATLRegistrar. There are a few *[Un]Register
functions not implemented, but it'll be trivial to implement them on top
of String[Un]Register when this patch will be applied. Presently I don't
want to make it bigger.
