KERNEL32: implement mailslots

Things that work:
* creating a mailslot, sharing, etc
* sending a message

Things that don't work:
* getting the size of the next message
* counting the number of messages waiting

This allows Declan's Korean dictionary to start up, which is one of two 
real applications I am aware of that use mailslots.
