DINPUT: linuxinput joystick sanity checks

Changelog:
Add additional sanity checks to the linux input system dinput joystick
implementation

These checks prevent wine from segfaulting when certain functions are
called with bad parameters.  They also allow wine+linuxinput with a
joystick plugged in to pass the dinput joystick tests.
