[user] static: Fix vertical text alignment (RESEND)

[n0dalus]

This is an improvement of my previous vertical alignment patch. I
added a regression test and discovered another bug, so I fixed that
too. It is my first attempt at writing regression tests so there may
be a few problems with it.
