OLEAUT32: multiplication/division support for DECIMAL (patch 2 of 4)

Patch 2 of 4 for DECIMAL support in OLEAUT32. Now DWORD-enabled and 
malloc()-free

Changelog:
* Implement complete VarBstrFromDec() for any valid DECIMAL, with 
internacionalization support borrowed from VARIANT_BstrFromReal(). The 
decimal fix for VARIANT_BstrFromReal was encapsulated in a separate 
function and reused.
