OLEAUT32: multiplication/division support for DECIMAL (patch 3 of 4)

Hopefully this patch can now get into CVS, since 0.9 is out.
Patch 3 of 4 for DECIMAL support in OLEAUT32. Now DWORD-enabled and 
malloc()-free
