OLEAUT32: add full multiplication/division support for DECIMAL, with tests

This is a patch I have been sitting on while learning to do proper 
testing of it. Finally, DECIMAL support in Wine will include the following:
Changelog:
* Add complete division support for DECIMAL
* Add generic multiplication support for DECIMAL
* Add generic BSTR conversion from DECIMAL
* Tests for all of the above
