MSI: implement stubs for MsiSequence[AW]

Hi Jan,

I changed the return code to ERROR_CALL_NOT_IMPLEMENTED, as this 
function is really not implemented.  Let me know if this version works 
with your application or not.  If it doesn't I'll see what I can do 
about implementing MsiSequence further.
